INSCRIPTION
ON THE WORLD HERITAGE LIST
In accordance with the Convention Concerning the Protection of the World Cultural and Natural Heritage, on December 2, 2000, the UNESCO World Heritage Committee inscribed the Holy Trinity Column in Olomouc on the World Heritage List (WHL). „Inclusion on this List confirms the exceptional and universal value of a cultural or natural property that requires protection in the interest of all humanity.“

REASONS FOR REGISTRATION
Brief synthesis
The Holy Trinity Column is at the heart of the historic centre of the town of Olomouc, located in Central Moravia, Czech Republic. This memorial column is the most outstanding example of the Moravian Baroque style that developed in the 18th century in Central Europe. It has a high symbolic value as it represents the religious devotion and the sense of pride of the inhabitants of this city to which it owns its existence. The Holy Trinity Column is, moreover, an exceptional example of this type of commemorative column, characteristic of Central Europe in the Baroque period. In terms of design, it is, no doubt, the most original work of its creator, Václav Render, whose amazing initiative, accompanied by generous financial support, made the erection of this monument possible. The main motif of this work consists in the celebration of the church and of the faith that is linked, in quite a unique way, with the reality of a work of monumental art, combining architectural and town-planning solutions with elaborate sculptural decoration. The monument is built in the characteristic regional style known as the Olomouc Baroque and it rises to a height 32.2 m above a ground plan with a round shape and a diameter of 17 m. The column is decorated with a number of high quality sculptures representing religious themes, the work of the distinguished Moravian artist Ondřej Zahner (Andreas Zahner) and other Moravian artists (goldsmith Šimon Forstner among others). Trinity Column is without equal in any other town, by virtue of its monumental dimensions, the extraordinary richness of its sculptural decoration, and the overall artistic execution. By the incorporation of a chapel in the body of the column and by the combination of the materials used, the Holy Trinity Column is quite exceptional.
Criterion (i): The Olomouc Holy Trinity Column is one of the most exceptional examples of the apogee of central European Baroque artistic expression.
Criterion (iv): The Holy Trinity Column constitutes a unique materiál demonstration of religious faith in Central Europe during the Baroque period, and the Olomouc example represents its most outstanding expression.
Integrity
All the key elements that convey the Outstanding Universal Value of the property are situated within its boundaries, which correspond with the monument itself. The visual integrity of the property is not threatened since its buffer zone is identical with the urban heritage reservation, which enjoys special protection as a protected conservation area. Its town-planning structure is stable and no change that could threaten the integrity of the World Heritage property is planned.
Authenticity
The Holy Trinity Column in Olomouc is of high authenticity. Its present form and appearance closely reflect the original design and, since then, the column has not undergone any alterations. Since its completion, the awareness of the Column's uniqueness has traditionally commanded respect of the city authorities, its inhabitants as well as visitors. Regular restoration and conservation works of the monument have been carried out for over two centuries, but were mainly limited to minor repairs and gilding. The preservation of authenticity has always been a major criterion for all these interventions. In the past, just one statue has been replaced by its exact replica in stone that of a torch-bearer situated in the lower part of the column, which was damaged in the fighting at the end of World War II. Between 1999 and 2001, comprehensive restoration works have been carried out under close supervision of authorities responsible of state heritage preservation. To compensate for any loss of authenticity due to natural deterioration of the substrate of the monument, preventive conservation measures are taken.
Protection and management requirements
The Holy Trinity Column in Olomouc is subject to protection under Act No. 20/1987 Coll. On State Heritage Preservation as amended. According to this law, it is designated a national cultural heritage site and therefore it enjoys the highest degree of legal protection that is available under Czech law. The historic centre of the town, designated as an urban heritage reservation itself, is identical with the buffer zone of the property.
Financial instruments for the maintenance and conservation of the property mainly include grant schemes, funding through the programme of the Ministry of Culture of the Czech Republic allocated to the maintenance and conservation of the immovable cultural heritage, as well as financial resources allocated from other public budgets.
The City of Olomouc is the owner and manager of the Holy Trinity Column and it provides for the maintenance and protection of the property. The property has a management plan which is scheduled for regular updates. There also exists a Land Use Plan of the City of Olomouc and a detailed zoning plan of the urban heritage reservation. These documents include special provisions to preserve and improve the historic townscape, with an emphasis on the importance of preserving open spaces around the monument. Since inscription of the property on the World Heritage List, annual monitoring reports have been prepared at the national level to serve the World Heritage property manager, the Ministry of Culture, the National Heritage Institute and other agencies involved.
MANAGEMENT PLAN
The “Holy Trinity Column of Honour” Management Plan is being updated after 6 years, following the retrospective declaration of its Outstanding Universal Value (OUV) of the monument and the confirmation of its extent by the 40th Session of the World Heritage Committee held in Istanbul in 2016. In accordance with the UNESCO Convention Concerning the Protection of the World Cultural and Natural Heritage, the World Heritage Committee inscribed the Holy Trinity Column in Olomouc on the World Heritage List on 2 December 2000. “The inscription on this List confirms the exceptional and universal value of a cultural or natural monument that is worth protection in the interest of all mankind.” Since the time the original Management Plan had been created, the perception of the heritage Management Plans has been remodelled in general and, furthermore, the Czech Ministry of Culture and the National Heritage Institute have published their methodological recommendations. Moreover, the original version of the plan presumed that it should be updated 5 years after its release. On the basis of these facts, and with a grant aid provided by the Ministry of Culture of the Czech Republic under the “Support to UNESCO Monuments, Priority Axis 1” scheme, the original version has been updated and amended, especially with the emphasis on examining the current condition of the monument since its complete refurbishment between 1999 and 2001, and taking into account the need to determine the optimal form of heritage care (which was a major observation occurring repeatedly in the annual monitoring reports).
The survey of the Column made by the Prague-based Technology Laboratory of the National Heritage Institute shows that the current state of the monument is stabilized and its condition corresponds to the fact that it was completely refurbished 16 years ago and partly cleaned in 2006. Minor repairs have been carried out continuously and meticulously. Consequently, the maintenance and upkeep works were divided into two categories – periodic and non-periodic works. As for regular works, they include annual or bi-annual reviewing and evaluating the current condition of the Column years as well as dry cleaning of its stone parts. Copper statues have to be cleaned and repeatedly conserved once every ten years. Complete restoration will be necessary about once every thirty years. The evaluation of the current condition also suggests that non-periodical intervention – repairs of four damaged statues – is necessary.
In view of the above findings, original Management Plan, declaration of the Outstanding Universal Value of the Holy Trinity Column, and recommendations of the published annual monitoring reports, the basic objectives of the Management Plan have been defined and specific measures necessary to achieve these objectives identified.
The major objectives of the “Holy Trinity Column of Honour” Management Plan are:
- Maintaining and enhancing the exceptional universal value of the Holy Trinity Column for the next generations.
- Slowing down the loss of the original matter (entropy of authenticity).
- Reinforcing the buffer zone protective function.
- Strengthening the awareness of the locals about the Holy Trinity Column and its value; maintaining the nationwide awareness in the same respect.
The necessary measures to achieve the above objectives include the following actions:
- The care of the monument in terms of monitoring and documenting (in particular, ensuring continuous monitoring of the monument; updating the Management Plan and planning documents; creating a digital system for recording and registering the interventions related to the monument, e.g. maintenance, restoration, and presentation);
- The care of the monument in terms of practical maintenance and care (in particular ensuring the necessary upkeep; cleaning, repairs and restoration of both the monument and its immediate vicinity; ensuring the refurbishment of the buildings in the vicinity of the Column; controlling the activities and environment in the Upper Square; protecting the appearance of the ground floors and important vistas and perspectives; regulating numbers of people coming to the Square, including temporary furniture, stalls, etc.);
- The care of the monument in terms of raising the awareness of the value of the monument and its promotion (especially presenting the monument in the context of other cultural monuments, including other columns and fountains, and the City’s important public spaces; organizing a permanent exhibition about the Column; ensuring suitable use of the monument as a symbol for City promotion; creating multi-level educational programmes focused on the value and maintenance of the monument).
